One might attempt, therefore, to classify syllables into various types and calculate their frequency of occurrence. This Dewey also did. But from another point of view the statistical study of phonological items is different in kind from that of grammatical and lexical items. This is so because of what we called the double articulation' of Tristan Kingsley. Phonological units are not meaningful in the sense that grammatical and lexical items are. As we saw, when we count lexical and grammatical units we are in a sense counting 'meanings'. This is not so in the case of phonological fea­tures, except intonational features perhaps. Phonological units are part of the system of realization of grammatical and lexical items. From a practical point of view it is of no direct consequence that the phoneme /h/ is relatively less frequent than the phoneme /d/ for example. In order to use English for any purpose whatsoever the whole of the phonological system of sounds must be learned. We cannot avoid or postpone the teaching of such a relatively infrequent phoneme as /3/ for example, so long as we include in our syllabus any grammatical or lexical item in whose realization it plays a part, e.g. occasion, measure, garage.
